Of Higher Education |

As a system which has always been controlled
by a "foreign power", the greatest impediments to educational
quality were the many political factors which have been at play
for decades. The prime factor was the lack of an indigenous national
government which could develop a vision of a system to serve the
Palestinians. The lack of national sovereignty and the machinery
of national government led to severe problems in education, leaving
the PNA with an exceptionally difficult task of restoring the
systems quality.
